Elnora Jeter was born and raised in the city of Union, South Carolina. In March 1989, she was a member of the AAAA State Girls Basketball Championship team from Union High School. After graduating in 1989, she signed a basketball contract to play for the Anderson College Women's Basketball team. Coach Susie Gardner said, "I think Elnora is probably the best point guard in the state. Also, she is almost quicker with the dribble that most people are on the dead sprint from end to the other." Elnora averaged 12.1 points and 4.8 rebounds in 33 games during her third season as a starter for the Yellow Jackets.

In 1992, she transferred to Voorhees and was named the top newcomer in the NAIA All-District Six team. Then in 1995, the 5-9 junior earned the Most Valuable Player awards when; Voorhees won the 12th annual Eastern Intercollegiate Athletic Conference Tournament Women's crown. That was the first time Voorhees ever won the EIAC tournament crown.

In 1996, Elnora was named the NAIA Division I Women's National Player of the Week. She scored 30 points, grabbed 13 rebounds, dished out six assists, blocked two shots and collected seven steals in a game with Barber-Scotia College. That year, Elnora Jeter was named as the Women's EIAC Player of the Year for her outstanding performances, that included a NAIA National Player of the Week honor.
